We suggest that H.S. Rouse, a civil engincer and a retired senior officer of the Public Works Departint of the Hong Kong Government, now a member of the Hong Kong Planning Unit, should act as Chairman in Mr. Colman's absence.

Wo have deliberately not proposed the representation of the Canadian Pacific Stea.ships Limited in the suggested Advisory Committee as this might lead to a request for representation by the Americans and other foreign interests and while this might be appropriate in Hong Kong, it does not see so at the present stage in London. For this reason we have also omitted any suggestion of Chinese representation at present.
